Regents also supported the addition of Kansas and Missouri to the South Dakota Advantage program. This existing tuition initiative targets nearby states with a demand for higher education and offers South Dakota resident rates to new out-of-state students. Offering competitive tuition rates to students in neighboring states has proven successful for BOR universities.

South Dakota | Minnesota Reciprocity

The reciprocity agreement between South Dakota and Minnesota is not being renewed for the academic year 2024 – 2025. New Minnesota students enrolling at a BOR universities beginning in Summer 2024 will receive the in-state rate, which is a better rate than they would have received under the reciprocity agreement. For students currently enrolled under the existing reciprocity agreement, the process for setting reciprocal rates will remain in effect as they work towards completing their degree(s).

New South Dakota students looking to enroll at an institution in Minnesota starting in Fall 2024 will be charged the rate set by Minnesota for those students.  South Dakota has no part in setting rates for South Dakota students attending Minnesota institutions.
