Performance Improvement Fund (FY13)
 

Thank you for serving as a reviewer for the Performance Improvement Fund proposals obtained as a result of a one-time investment from the South Dakota Legislature during the 2012 Legislative Session.  The South Dakota Board of Regents FY13 budget request document (available at the link below) provided the rationale for the allocation of state funds, and the Request for Proposals (RFP) was developed to provide guidance for institutional submissions.

 
The RFP specified that each Regental institution should submit one proposal with a threshold of $500,000. Once the RFP was released, a number of the institutions coordinated internal competitive review procedures to select the proposal(s) that would be advanced for consideration by the Review Committee.  All proposals were submitted to the Board of Regents office by 5:00 on August 31st.  To facilitate the review process for the committee links to the Proposal Summary, Complete Proposal, and Evaluation form are available for each institution.  After reviewing the summary and proposal, reviewers are asked to complete the online evaluation form for each institution and then select “Submit” once responses and comments have been entered for the four questions.  Responses for the review forms will be aggregated to aid in facilitating consensus concerning amounts for the final awards.

Additionally, $2 million will be available to award to institutional responses to the RFP.  After completing the reviews for each of the six institutions, please consider areas where cost savings could be made to reach this total amount by completing the “Award Recommendation” form available at the end of the combined evaluation form.
 
 

It is anticipated that the Review Committee will then discuss and finalize the review process and recommended award amounts via a scheduled teleconference during the second full week of October.  Final cost negotiations will be conducted by the Board of Regents Office with the respective institutions.
