State Policy Goal 8

Current Facilities & Equipment: The universities will maintain and replace their facility and equipment infrastructures as needed in order to provide safe, effective, and current education and service to the State.

The people of South Dakota have considerable assets in the physical plant of the six regental universities. The Regents, in order to protect that investment, have set a minimum goal of maintenance and repair of facilities at 1% of replacement value. To achieve that goal the Regents have taken the following actions:

• Established a new capital improvement planning process that requires greater information on facility costs for submission to the legislature for approval and greater accountability by the campuses for ongoing operational costs.
• Adopted a space utilization report as an institutional management tool for justifying capital improvements.
• Increased Higher Education Facilities Fund allocations 106% over the past 10 years and invested approximately 1.13% of the replacement value into maintenance and repair of campus facilities each year.
