Access for Qualified South Dakotans: All qualified residents will have convenient and affordable access to higher education.
Providing greater access for qualified South Dakota students is a priority, thus, resources have been redirected to a new policy incentive fund. Revenues will be awarded to universities that attract new South Dakota students and retain current South Dakota students. Improvement between Fall enrollment from one year to the next will be used to allocate resources for the next fiscal year.
One way to increase the access to quality programs for all South Dakotans is through off-campus programs including distance education. These courses and programs are delivered at locations other than the traditional campus. Off-campus education is delivered throughout the university system using the following methods during the Fall of 1998.
4 off-campus instruction centers: Pierre, Rapid City, Sioux Falls, Ellsworth Air Force Base.
14 RDTN courses (interactive and satellite).
24 courses offered via Internet/World Wide Web.
29 Integrated Services Digital Network courses offered.
10 courses offered through Public Broadcasting.
3 cable television courses.
16 courses offered via videotape.
81 correspondence courses.
To assist high school students in getting a head start on college, the universities have a uniform policy on awarding credit for performance on the College Boards Advanced Placement exams and are delivering three college courses to high schools in the state by RDTN.
