Foreword

Dear Friends:

The South Dakota Board of Regents is entrusted with the management of the Unified System of Public Higher Education. In setting the policy directions for the state’s universities, the Board is mindful of the needs of the students and faculty, the interests of the public, the expressed will of the policy makers, and the demands of the economy. Responding to these various forces is the challenge in connecting actions to public policy.

As a part of its increased emphasis on academic quality and wise resource management, the Regents adopted in 1997 nine state policy goals for the six public universities. These goals are to be implemented in conjunction with a new funding framework that will replace the previous enrollment-based state revenue distribution to the institutions. This fourth edition of The State of Public Higher Education presents those policy goals and the progress made toward achieving them.

Integral to the funding framework are base funds for operations, incentives funds to be awarded upon performance, and targeted investments identified by the Regents, specially budgeted by the Governor, and finally appropriated by the Legislature. In fiscal year 1999 the universities are working to make improvements in the five policy goals that are tied to incentive funding; to earn revenues in certain areas each university must meet performance goals unique to it. As a targeted appropriation in fiscal year 2000 the Regents have proposed a plan to integrate technology into the curriculum.

The state policy goals, incentive fund performance, and technology plan are set forth here as a means of accounting to the public for the administration of resources. We hope you will take a few moments to consider this publication and the vision it offers for South Dakota’s higher education system as we connect policy to action.
