reports available on the left menu bar are updates for the
Teacher Quality Enhancement (TQE) project, EveryTeacher
. These updates are made to the respective groups (see
below) within the Regental governance structure on a regular
and periodic basis. Some of the updates are repetitive because
the information is simply forwarded from lower to higher levels
of governance. At other times, the information within a particular
timeframe may have been revised or may include additional
information before being forwarded.
The annual Report Compilation provides a chronological sequence
by program activity and general topics. Any policy changes
related to the EveryTeacher project, which are referenced
in these reports are available from the Policy Changes link.
EDC = Education Discipline Council
The Education Discipline Council (EDC) is a statewide, system
group established to prepare information, analysis, and recommendations
for coordinating the use of available resources that enable
appropriate access to high quality educational opportunities
through inter-institutional cooperation. Education deans and
faculty representatives from each of the five teacher preparation
institutions meet on a regular basis to review issues and
trends in education, formulate appropriate responses, and

AAC = Academic Affairs Council
The Academic Affairs Council (AAC) is a statewide, system
policy advisory and management group composed of campus vice-presidents
and deans of academic affairs. AAC is chaired by the Senior
Administrator and Chief Academic Officer of the Board of Regents
Office. The authority and responsibilities of AAC are identified
in BOR Governance
Policy 1:7:2 .
COPS = Council of Presidents and Superintendents
The Council of Presidents and Superintendents (COPS) is a
statewide, system policy advisory and management group composed
of campus presidents and the superintendents of the two special
schools under the Board of Regents. The authority and responsibilities
of COPS are identified in BOR

BOR = Board of Regents
The Constitution of the State of South Dakota vests the governance
and control of South Dakota's public higher education system
and special schools in the Board of Regents (BOR), which has
full power, responsibility and authority to supervise, coordinate,
manage and regulate the system. The members of the BOR are
appointed by the Governor, and in turn, they appoint the Executive
Director and the presidents and superintendents who serve
as chief executive officers. The general authority, power,
